The Illinois death index offers a birth date of 7 June 1871, which conflicts with the 1880 census enumeration, age 12. It is likely that he was born before 1870.

    Notes:

Usually referred to by researchers as "Winnie Howe" or "Winifred Howe." I believe she was actually Winifred Louise Parker, who was married first to Unknown HOWE or HEALMS or HOLMES.
    This conclusion is supported by:
    1. The 1880 Jefferson Co IL census for Levi WALKER and wife Winnie, lists his mother-in-law, Louisa PARKER, as a member of his household, as well as 12-year-old step-son Charles HOWE.
    2. A search for Louisa PARKER in the 1870 Jefferson Co Census finds her as Louiza PARKER, with husband William (see individual census data). In the household is daughter Winnie HEALMS, with son, Charles HEALMS, age 2. Clearly this is the same Winnie that later married Levi WALKER. Possibly the surname HEALMS/HOWE was recorded wrongly in the 1870 or 1880 census - in any case, it is reasonable to conclude that Winnie's maiden name was PARKER.
    3. An obituary for Winifred Louise Walker appears in the 1837 Mt. Vernon, Jefferson Co IL, newspaper. Unfortunately, my copy, which was located online, is not dated (I am attempting to obtain a copy of the obit, but it is not yet in my possession). The obituary states that Winnie was married to L.V. Walker on 5 April 1880, and that he preceded her in death on 18 March 1923.
    4. The 1930 Jefferson Co IL census finds Winnie L. Walker as the head of her household, which includes widowed grandson Burrell Walker and single granddaughter Florence HOLMES.

From the above data, it is reasonable to conclude that she was Winifred Louise Parker. That she first married a man named HOWE or HEALMS or HOLMES. That she is found in her parents' home in 1870 at age 18, with a son from her first marriage named Charles, and a daughter named something like Lausetta (name illegible in 1870 Jefferson Co IL census). That the infant daughter probaby died at an early date. That she may have married a second time or been reunited with the first husband, since she had another son around 1874, named Norman, also listed in the 1880 household as a step-son.

    Birth:
1900 Jefferson County IL census establishes birth month and year.

    Census:
While this looks like it SHOULD be the Winnie Parker who married Levi Walker, Winnie's death cert names her mother as Louise Pipkin. Wm. Parker married Minerva Tidwell in Dickson Co in 1833, and this must surely be them.

Additionally, Winnie's census enumerations consistently offer her mother's birthplace as North Carolina.
