However, this is probably accounted for by the fact that Elmer comes down from Samuel Walker in two different lines, so he got a double shot of Walker DNA. Luanna Leisure (Elizabeth Walker & James Hartley line), 41 total cMs, longest segment 16 cMs, 9 segments; she is your 5th cousin, but number of shared cMs indicates more like 3rd. James Ethmer Lynch (Elizabeth Walker & James Hartley line), 64 total cMs, 19 longest segment, 13 segments; also 5th cousin, he and Luanna Leisure are siblings. He shares even a little more with you than she does, reflecting more like 3rd cousin.
